Who Owns Moon.com? Moon International Limited
Short answer
Real operator, with limits: Moon International Limited, a Comoros company, runs Moon.com and is the House on every bet.
Moon.com is run by Moon International Limited, the company that Moon's terms name as the operator of the platform. The largest gap in Moon's documents is the license: none of the Moon pages reviewed state a gaming license number. People below the legal age for gambling, and anyone in a jurisdiction that Moon's terms prohibit, must not use the service.
Moon.com is a betting site where users place leveraged up or down bets on market prices, Moon takes the other side of every bet as the House, and Moon International Limited runs it.

Who owns Moon.com?
Moon International Limited is the company that Moon's terms name as the business behind Moon.com. Section 1.1 says the agreement is between each user and that company. An operator is the company that runs a service and contracts with its users. Moon's terms describe the company as incorporated under the laws of the Union of the Comoros.
Section 1.1 also gives the company's registration number as 16151. The registered office, according to the clause, is at Hamchako, Mutsamudu, on the Autonomous Island of Anjouan. A registered office is the official address a company records for legal purposes. The same clause groups the company and its affiliates under shared labels. Those labels include "Moon," "Moon.com," the "House," the "Company," "we," "us" and "our."
Moon International Limited appears again in the closing block of Moon's terms of service. The block shows the name on its own line. Below it, the address reads Hamchako, Mutsamudu, Autonomous Island of Anjouan, Union of Comoros. Elsewhere, the terms say the agreement creates no agency, partnership, joint venture or employment link between a user and Moon.com. That clause also says the agreement gives no rights to any third party.
Each user also takes on a defined role under the contract. Section 1.4 says a user enters the agreement as principal, for their own account. Principal here means a party that acts for itself. Acting as an agent, nominee or representative needs advance disclosure and Moon's written agreement. A nominee is someone who acts in another person's name. Section 1.5 covers people who use the services on behalf of a legal entity. Such a user confirms the authority to bind that entity, and "you" then refers to it.

What kind of business does Moon say it runs?
Moon describes Moon.com as a service for betting on price movements, not a place to buy assets. Its terms say the platform offers bets on the price movements of markets only. The same clause says the platform does not handle the purchase, sale, custody or transfer of any underlying asset.
The terms rule out several financial labels for the service. They say it is not an investment, trading, brokerage or financial advisory service. Users must not treat it as one, the terms add. The platform offers no spot trading and no way to buy, sell or hold a digital asset. Spot trading means buying or selling an asset for immediate delivery. An underlying asset is the coin or other item whose price a market tracks. A bet on Moon.com is a position on a price, not ownership of that item.
Moon's terms also limit what the operator promises about holding user money. The terms state that Moon.com is not a trust company or a licensed custodian. A custodian is a firm licensed to hold assets on behalf of others. Moon's fund-separation measures, the terms add, do not guarantee that users recover all their funds. Insolvency, a security breach and other loss events are the cases the clause names. Insolvency is the state of a company that cannot pay its debts.
Access to Moon.com rests on a permission that the operator can take back. Section 13.2 of Moon's terms grants each user a limited, non-exclusive, non-transferable and revocable license to use the services. That permission depends on the user following the agreement. Revocable means the operator can withdraw the permission. Moon's terms also let the operator suspend or close an account at once and without prior notice. The listed grounds include a breach of the agreement and suspected fraud.

Is Moon the counterparty to every Moon.com bet?
Yes, Moon is the counterparty to every bet on Moon.com. The House role belongs to Moon.com itself, and the terms call it the principal counterparty to each bet on the platform. A counterparty is the other side of a bet. When a user wins, the House pays; when a user loses, the House keeps the wager.
Moon's terms put a ceiling on what a single bet can cost a user. As of October 2026, the terms say the most a user can lose on any bet is the wager. Section 8.6 of the terms describes that rule in more detail. A wager is the amount of money a user commits when opening a bet. Moon, as the House, remains the party that takes the other side of that wager.
Moon keeps the right to undo bets struck at clearly wrong prices. The terms let Moon void, reverse, cancel, adjust or refuse to settle such a bet, in whole or in part. A price counts as erroneous when it sits far from the market price at the relevant time. Causes named in the clause include system faults, latency, data-feed failure and a misquoted price. The same power covers bets that came from manipulation or abuse of the platform.
Moon also watches how users bet. Its terms say betting activity is monitored with automated and manual surveillance tools. Moon may investigate any activity it reasonably suspects of breaching the agreement. The terms add that nothing guarantees a bet's in-play value or settlement will track its market price without deviation. Fees, leverage and payout rules for Moon.com bets are covered in the Moon Legit review of the platform. Referral codes for Moon.com have their own separate Moon Legit guide.

Does Moon.com's operator have a gaming license?
Yes, as of October 2026 a public register lists a valid license for Moon.com's operator. The license register of the Anjouan gaming regulator shows Moon International Ltd with status "valid". The row gives license number ALSI-202601063-FI2, type "b2c", and the domain moon.com. Anyone can read the register on the regulator's website.
The register row also records when the license started and when it ends. According to the row, the license was issued on January 31, 2026. Its expiry date is January 30, 2027. The company name on the register uses the short form Ltd rather than Limited. A reader who checks the register later should compare the status shown then with these dates.
Moon Legit reports the register row as published and adds nothing to it. The register is a public record kept by the regulator, not by Moon. The row does not state what the license allows or what it means for users. Those questions fall outside what the row records. The broader question of whether Moon.com is legitimate has its own Moon Legit page.
None of the Moon help center articles or other moon.com pages that Moon Legit reviewed mention a gaming license number. The help center does cover other account topics in detail. Moon's fee article, for example, explains how fees are calculated and how position values are displayed. Moon's security articles describe two-factor authentication, a second login step through an authenticator app, and passkey login. Neither set of articles gives a license reference.

Which law governs Moon.com's terms?
The laws of the Union of the Comoros govern Moon.com's terms. Moon's terms say the agreement, and any dispute or claim linked to it, is governed by Comoros law. Governing law is the legal system used to read a contract and decide claims about it.
The governing law clause reaches beyond the contract itself. It covers non-contractual disputes and claims that arise out of or in connection with the agreement. The clause also says Comoros law applies without regard to conflict-of-laws principles. Those principles are rules that can point a court toward another country's law. Moon's terms set those rules aside in favor of Comoros law.
Moon's terms also define what the contract contains. Section 27.1 says the agreement, with any policy it refers to, forms the entire agreement between a user and Moon.com. The same section says it replaces all earlier agreements and understandings about the services, oral or written. A separate clause covers severability, the rule that one faulty clause does not void the whole contract. If any provision is held invalid, illegal or unenforceable, the remaining provisions stay in full force.
That clause also deals with the faulty provision itself. An invalid provision is treated as modified to the minimum extent needed to make it valid and enforceable. Moon keeps the power to change the terms. Section 20.1 says Moon may amend the agreement at any time by posting revised terms on the platform. The "Last Updated" date on the terms then reflects the change.

How does arbitration with Moon.com work?
Disputes with Moon.com that are not settled informally go to arbitration, according to Moon's terms. The terms say such claims are finally resolved by arbitration under the UNCITRAL Arbitration Rules. Arbitration is a private process in which an arbitrator, not a court, decides a dispute.
Moon's terms set the seat of arbitration in Moroni, Union of the Comoros. The seat is the place that acts as the legal home of an arbitration. The clause names Moroni alone and offers no other city for that role. Another sentence in Moon's terms fixes the language of any arbitration as English. That language rule applies to the whole arbitration process.
Arbitration under Moon's terms starts only after informal attempts fail. The clause covers any dispute, controversy or claim arising out of or relating to the agreement, the services or a breach. UNCITRAL Arbitration Rules is the name of the rule set the terms choose to run the process. Moon's terms list a complaints email address, complaints@moon.com. The address sits under a Complaints label in the terms.
Some parts of Moon's terms keep applying after an account closes. The terms say provisions that by their nature should survive termination will survive. Sections 15 through 18 and 21 through 23 are named in that clause. Termination here means the end of the agreement between a user and Moon. The quoted clause does not say which of those sections holds the arbitration rules.
Sources: Moon terms (retrieved October 18, 2026)
Is an arbitration award against Moon binding?
Yes, Moon's terms say an arbitration award is final and binding on both parties. An award is the arbitrator's decision on the dispute. The terms add that the award may be enforced in any court of competent jurisdiction. They name the New York Convention on the Recognition and Enforcement of Foreign Arbitral Awards.
The terms state that the Union of the Comoros is a party to the New York Convention. The convention is an international treaty on enforcing arbitral awards across borders. Moon's terms present it as one enforcement route among others. Any competent court can also enforce the award under the clause. A competent court is one with the legal power to hear the matter.
Moon's terms also cap what a user can recover. As of October 2026, Moon's liability for a claim is capped at the greater of a fee-based figure and a fixed figure. The fee-based figure is the total fees a user paid to Moon.com in the 3 months before the event behind the claim. The fixed figure is USD 100, or the same value in the supported currency used for fees. That cap covers claims in contract, tort or otherwise, as far as the law permits. A tort is a civil wrong outside a contract.
Some liability stays outside any limit in Moon's terms. Nothing in the agreement excludes or limits liability for death or personal injury caused by negligence. Fraud, fraudulent misrepresentation and any liability the law does not allow to be limited are also carved out. Users take on duties toward Moon as well. The terms require a user to defend, indemnify and hold Moon.com harmless against certain claims. Those claims include ones linked to a user's breach, a violation of law or third-party rights, or use of the services. To indemnify means to cover another party's losses.
Sources: Moon terms (retrieved October 18, 2026)
Can the company behind Moon.com change?
Yes, Moon's terms let the operator pass the user agreement to another party. The terms say Moon may assign or transfer the agreement, in whole or in part, at any time. No user consent is needed for that step. Assignment means handing a contract's rights and duties to another party.
The terms give corporate events as examples of when a transfer can happen. They list a merger, an acquisition and a corporate reorganization. A merger combines companies into a single business. An acquisition is the purchase of a company by another business. A reorganization is a change to how a company or group is structured. The examples follow the word "including," so they do not limit the clause.
Users do not have the same freedom. Moon's terms say a user may not assign the agreement without Moon's prior written consent. Another clause covers attempts to get around access limits. It names a VPN, a proxy server, a false address and a nominee as examples. A VPN or proxy server routes traffic through another location. Moon's terms call any such attempt a material breach. That breach may lead to immediate suspension or closure of the account.
Ownership rules also apply to users. Moon's terms require each user to confirm they are not owned or controlled by, or acting for, a Prohibited Person. A Prohibited Person includes anyone named on a sanctions or watch list kept by a sanctions authority. It also includes anyone located in, incorporated in or a national of a Prohibited Jurisdiction. A Prohibited Jurisdiction is a place on the list in Section 3.2 or a country under country-wide sanctions. A country that requires a local gambling or financial-services license Moon does not hold also counts. Each person may hold only one Moon account unless Moon authorizes more in writing.

What we could not verify
Moon Legit could not verify who owns the shares of Moon International Limited, the operator named in Moon's terms. The sources reviewed name the operating company but not its shareholders, directors or any parent company. Moon Legit reviewed 26 Moon pages on October 18, 2026: 23 English help center articles and 3 other moon.com pages.
Nobody at Moon Legit opened or used a Moon account for this article. Account behavior, verification steps and support quality were not tested. Moon's terms say withdrawals depend on identity verification, AML/CTF checks, limits, network fees and processing times. AML/CTF stands for anti-money-laundering and counter-terrorist-financing checks. No withdrawal or payout was requested by Moon Legit. Real payout speed on a live account was not measured.
Moon Legit read the arbitration clause as written and did not test it. The cost of an arbitration in Moroni, and how long one takes, were not checked. How often users bring claims against Moon is not known from the sources. The sources also do not show how courts have treated any award involving Moon. No complaint was sent to Moon's complaints address.
The Anjouan register row was read as published. Moon Legit did not contact the regulator to confirm it. The row does not say what the license covers, and that point stays open. Moon's terms can also change over time. Section 20.1 lets Moon amend them at any time by posting a revised version. Any clause described here may read differently on a later date.
